 `tikzsymbols` goes LaTeX3.

 Important changes:

  -- New command \tikzsymbolsset for setting options.

  -- \tikzsymbolsaftersymbolinput is obsolete and replaced by the option
       'after-symbol'.                                                  

  -- 'draft=absolute' is also obsolete and replaced by 'draft=true'.

  -- New Emoticon \(d)Changey{}

 Otherwise this version should behave the same way as the "old" LaTeX2e version.
