Here is a summary:

* Case mappings in ini files, with new casing variants in the Latin locales.
* New: \ShowLocaleProperties.
* Improved Persian/Farsi, thanks to Farshad Rasuli
  (@farshadrasuli).
* In some languages and xetex, the language name was printed with the first \foreignlanguage.
