Here is a summary:

* Chinese dates (numeric and sexagenary).
* New locales: Javanese, Nigerian Pidgin, Maithili, Wolof.
* Minimum locales: Balinese, Ladino, Old Norse, Lombard, Navajo, Akkadian.
* New transform for kashida (by Christian Lück).
* Fixes:
- Babel is not aware of \if at nonlatin conditional from bidi (xetex, #256).
- Referencing AMS equations doesn't use custom tags (luatex, #260).
- Hyphenation error with Tibetan (luatex, #261).
