package.

Summary description:  Extensive support for hypertext in LaTeX

Announcement text:

 * xr-hyper.sty has been converted into xr-hyper.dtx, it now has
   its own documentation and its code has been aligned with the
   code in the xr-package to prepare the merge of both packages

 * xr-hyper now supports properties, see issue latex3/latex2e#1180

 * xr-hyper no longer expands label data when reading, see issue #327

 * hyperref.dtx: no longer loads letltxmacro and infwarerr.

 * hyperref.dtx: avoid error if czech is used, issue #324

 * documentation improvements
