parskip.sty update

i have updated macros/latex/contrib/other/misc/parskip.sty

the package provides patches for standard (and some other) classes to
define a typewriter-style paragraph layout with zero paragraph indent
and non-zero paragraph skip.

the new version has patches to deal with adverse interactions with
tables of contents (and the like) -- previously the package added
undesirable extra space in these tables.
