New version of UK TeX FAQ on CTAN and on Web

I've just installed on CTAN a new version of the UK TeX FAQ.  This new
version is also available via the Web via http://www.tex.ac.uk/faq,
and TeX distribution builders will find a copy suitable for their use
in the "usual place".

This new version includes an extremely useful answer from David
Kastrup, which summarises recent work on the TeX document preparation
environment (and puts it in the context of better established work);
this answer appears in the "TeX Projects" section of the FAQ.

In addition, there are a few new answers I have written and a number
of minor corrections, some of which address changes in the layout of
CTAN.

The README file that comes with the distribution contains a Licence
statement (PD), at Thomas Esser's urging.

As always, comments, suggesstions or corrections are welcome.  A new
address for them has been created, which appears at the appropriate
place in the FAQ (somewhat hidden to discourage the bozos who fail to
read the surrounding text that says "this is not a question-answering
service"), but the old address will continue to work for a while.
