I have uploaded the file fnbreak.tar.gz to ftp.dante.de. It contains the
package fnbreak.sty (and an xml file for the catalogue).
License is LPPL. Please put the contents of the archive to
CTAN:macros/latex/contrib/supported/fnbreak
