CTAN submission: pstricks update and contributed packages

I installed an update for CTAN:graphics/pstricks and the two contributed
packages graphics/pstricks/contrib/pstricks-add and
graphics/pstricks/contrib/pst-geo by Herbert Voss.  According to a personal
e-mail from Herbert, he has been approved by Timothy van Zandt as current
pstricks maintainer.

It has the new macros

\psellipticwedge
and the options eofill (similiar to PostScript) and the
modfied dash option.

pst-all.sty  -> graphics/pstricks/latex
pstricks.sty -> graphics/pstricks/latex
pst-news97-15.tex -> graphics/pstricks/doc

pstricks.tex -> graphics/pstricks/generic
