New version of url.sty for CTAN/uk

i've installed the file for propagation around the ctan network.  the
url for immediate download is

  http://www.tex.ac.uk/tex-archive/macros/latex/contrib/misc/url.sty

please note that the catalogue cvs server is not accessible at
present, so that the necessary minor update won't happen immediately.
