CTAN location movements

[CTAN Announcements]

In response to various problems we (or users) have encountered, the
following changes of location have taken place:

macros/latex/contrib/powerdot -> macros/latex/contrib/powerdot/distrib
macros/latex/contrib/powerdot-contrib -> macros/latex/contrib/powerdot/contrib

macros/latex/contrib/carlisle/textcase.* -> macros/latex/contrib/textcase

Also, _files_ (not directories) macros/generic/* have moved to
macros/generic/misc/*, except where the package has gained a directory
of its own.  (For example, there is a new directory
macros/generic/tables.)

A start has been made on similar moves in macros/plain/contrib and
biblio/bibtex/contrib; there's one file in macros/latex209/contrib
that needs to move to ./misc, too.

The catalogue is updated as each move is made.  Catalogue changes will
propagate (at worst) on a daily timescale (according to the time zones
in which individual copies are held).

Note: not everything that's moved appears in the catalogue: there's
just too much of it.  It may well be that the whole of CTAN is
properly catalogued by the end of this century...
