thanks for the upload; i have installed the files and updated the
catalogue repository.

users may view he package catalogue entry at
   http://www.tex.ac.uk/tex-archive/help/Catalogue/entries/elsevier.html
or they may browse the package directory at
   http://www.tex.ac.uk/tex-archive/macros/latex/contrib/elsevier

the catalogue entry on the web (not much changed) won't be updated until
some time tonight; the package itself will get to the other ctan sites
pretty quickly, but won't reach mirror sites in general for 24 hours or
more.
