The following information was provided by our fellow contributor:

Name of contribution: subdepth
Author's name: Will Robertson
Location on CTAN: /macros/latex/contrib/subdepth/
Summary description: Unify math subscript height
License type: lppl

Announcement text:
----------------------------------------------------------------------
This package is based on code posted to c.t.t. by Donald Arseneau long
ago to equalise the height of subscripts in maths. The default behaviour
is to place subscripts slightly lower when there is a superscript as
well, but this can look odd in some situations.
