On Tue, 15 Jul 2008, Heiko Oberdiek submitted an update to the

  oberdiek 

bundle.

 > New:
 > * stampinclude v1.0
 >   The package replaces \includeonly and selects the files for
 >   \include by inspecting the time stamp of the .aux file.
 >   The file is selected for inclusion if the .aux file does
 >   not yet exist or is older than the corresponding .tex file.
