New CTAN package: todonotes

the catalogue entry will appear some time overnight (UK time), and the
package itself has already started on its way around the world (could
take up to 48 hours for the remotest mirrors).

i've installed the package as requested, and made a catalogue entry for
it.  thanks for the upload.
