Summary description: Minimal inputenc for LuaTeX

Announcement text:
----------------------------------------------------------------------
This file provides a quick support for input encondings in LuaLaTeX
(font encodings and languages will follow shortly). It is intended mainly
for test purposes, and not as a true input encoding mechanism taking
advantage of the possibilities provided by LuaTeX.

When used with LuaTeX, you can use two encodings--namely latin1 and
utf8. It will give wrong results with the T1 font encoding, because
fontenc relies on the LICR, so a lua-fontenc is on the way. With the
package option activechars, it calls inputenc, and the LICR mechanism
based on active chars is used. With standard TeX, lua-inputenc just
calls inputenc (ie, activechars is the default).
