new ctan package: tabu

thanks for the upload; i have installed the package, and made an entry
for it in the catalogue repository.

the catalogue entry will not appear on the web until some time tonight.

NOTE: this package was submitted some days ago.  while there is no doubt
of its quality, the ctan team were uneasy about its name; we therefore
delayed installation while we tried to think of an alternative ...  and
we failed, so i have now installed.
