New CTAN package: serbianc

the daemon said, yesterday (unfortunately, there's been a cascade of
ctan work, and i've fallen behind):

thanks for the upload.  despite your suggestion of where to put the
package, the ctan team decided to make it the first of a new bundle of
"babel contributed packages"; i have installed the package accordingly,
and have made a catalogue entry (in the repository only, as yet).
