`newfloat' package added. The `newfloat' package offers the command 
\DeclareFloatingEnvironment for defining new floating environments which behave 
like the existing ones `figure' and `table'. This functionality was already 
offered by the `caption' package via \DeclareCaptionType in the past, but is now 
available for users which don't want to use the `caption' package.
