New CTAN Package: Russian language definition file for the babel package

On Thu, 20 Oct 2011 Igor A. Kotelnikov submitted an update to Babel's support 
for Russian texts.

Russian language definition file russian.ldf for babel package is updated. In 
new version 1.2, support for LuaTeX and XeTeX is added and few bugs are fixed. 
Run latex russian.dtx to obtain complete documentation.
