Javier Bezos submitted an alpha version of the

  babel 3.9

package.

This is an alpha release of babel 3.9 intended for testing, not for production use. Main changes:

- Bug fixes (lots).
- Language specific stuff will be maintained by its contributors.  
- More control on shorthands.
- Captions in multiple encodings.

To do:

- Hyphenation. Loading patterns on demand (for luatex); an   engine/package-independent hyphen.cfg.
- Making changes compatible with Plain.
