there was scheduled power work in the area of the host department for
the archive machine.

the host department had assumed that its ups would cover the period of
switch over, but no such luck -- it still hadn't restored itself before
1300 utc, when i stopped monitoring.

the ctan team apologises for this failure, though it was plainly out of
our control (i'm no longer a member of the department, even).
