Changes in v1.2:
- new conditionals: \ifcurrentlanguage{lang}{true}{false},
  \ifcurrentbaselanguage{lang}{true}{false}
- require the `cnltx-base' package to avoid code duplication
- change the `no language package' warning into an info
- new command \ProvideTranslation
- new commands \NewDictTranslation, \RenewDictTranslation,
  \ProvideDictTranslation
- translations in dictionaries are now provided, i.e., use
  \ProvideDictTranslation
- new command \baselanguagename{lang}
