* if `draft` and `final`-options are defined once globally and once
  locally the local option will “win”
* Added options `totoc`, `notoc`, and `numtoc` which will decide if the
  list of labels will appear in a table of contents and how.
* The caption of the list of labels and the phrase “on page” will be
  translated to English, German, or French (French translation is taken
  from translate.google.com)
