The most important changes are 

* new options sectionentrydots and chapterentrydots
* new commands \DeclareSectionCommand,\DeclareNewSectionCommand,
  \ReDeclareSectionCommand and \ProvideSectionCommand
* the new scrletter package.

Users of scrjura need to be aware that the commands \Paragraph and
\SubParagraph have been replaced by \Clause and \SubClause and the
corresponding counters have been changed accordingly.
