Some little changes in the e-french package :
   1. french.sty and frenchle.sty adapted to the fact that with them,
only {ngerman|german}.sty are also running without Babel; 2. because of
some evolution of Babel TeX and LaTeX, french.sty is no more Babel
compatible; 3. manuals adapted to the new conditions, many things have
changed since 2007 as B. Gaulle died; 4. the TDS structure is better
taken in account.
