Summary description: Extremely configurable ellipses with formats for
various style manuals

Announcement text:
----------------------------------------------------------------------
v1.2 prevents a line break immediately preceding an ellipsis.  Also
added the command \xelipend, which the user can use instead of \xelip
if closing spacing on the ellipsis is not desired.  Primarily useful
immediately preceding closing quotations.  If \xelipend is not used
explicitly, the package's behavior does not change.
