Summary description:  Multilingual support for Plain TeX or LaTeX

Announcement text:

 This version fixes a couple of bugs in \babelensure and \babelhyphen

 Also included is a pre-release of the new ini files (for about
 200 languages) to be used in the forthcoming babel 3.10, which
 will support Unicode engines and basic bidi writing.
 They are currenly not used, but this way they can be fine-tuned
 before the final release.
