- Remove deprecated key properties .value_required:

- Bug fix for \l_char_active_seq
- Index improvements in interface3/source3
- Improve internal robustness of l3sort
- Better uniformity for rand() and related
  FPU functions
- Basic key inheritance in l3keys
- New experimental functions for selecting random
  entries in seq data, etc.
