 datatool-base.sty:

   - added conditional \ifDTLlistskipempty

   - new commands \DTLlistelement and \DTLfetchlistelement

   - made \DTLnumitemsinlist robust and now checks
     \ifDTLlistskipempty

   - \DTLformatlist now checks \ifDTLlistskipempty

   - bug fix: \$ entry without value triggers
     extra \else in \@dtl at checknumericalstart
