Summary description:  A parser for polynomial expressions

 There were some bug fixes, and one main new feature: localization of
 real roots via the Sturm chain theorem and dichotomy.

 There are also a few breaking changes, please refer to the html
 documentation for complete details. It has been enriched with a number
 of examples related to root localization.
