New options "up" and "down" for the individual arrows.

A modification in "l3keys" (a bug fixed in l3kernel 2019/01/28) leads
to a modification in the command \WithArrowsNewStyle.

Replacement of some options "O{}" in commands and environments defined
with "xparse" by "!O{}" (following a recent change in the "xparse").
