Update to the iftex package so that it includes tests for all the major tex variants (u)ptex, alpha, luatex, luahbtex,
pdftex, xetex etc.

Maintenance has been switched the LaTeX3 Project with the repository at
https://github.com/latex3/iftex


Thanks to Vafa Khalighi for maintaining earlier versions of iftex.sty
