Release of CTAN version 1.2.3 (2020-08-07)

Several fixes and small enhancement all over the map, changes in the
documentation to better explain the reasons and effect of the
path-building changes of 1.2.0 and 1.2.1.

- added a Mach-Zehnder-Modulator block symbol as node `mzm` by user `@dl1chb`
- add an `open poles fill` option to simplify circuits where the background is
  different from white
- restyled the FAQ and added the explanation of "gaps with `nodes`" that
  happens again after 1.2.1
- Fixed the size of "not circle" in flip-flops to match european style "not
circle" when used without IEEE style
- Block anchors: add border anchors for round elements and deprecate old 1, 2,
  3, 4 anchors
- Fixed some bipole border size to avoid overlapping labels; document it
