New environment {NiceTabular}

This version of 'nicematrix' provides tools to color cells, rows and
columns of tabulars, arrays and matrices (as does 'colortbl') but with
a perfect result for PDF viewers (with some PDF viewers, some rules
seem to vanish in the tabular constructed with 'colortbl').

Moreover, these functionnalities are compatible with 'booktabs'.
