1. modify the patent title macro to add country info for GB7714-2005
2. add languageid field to save the language of the reference for 
convenience.
3. correct a bug in name format macro which caused by the sequence of cmds.
4. add an option gbcitelabel to control the enclosure symbol of citation 
label.
