 - Add `tex/csbulacronym.sty` that went missing in the previous update
   (many thanks to Max Chernoff for noticing)

 - Add maintainer name and contact, and license to `README`

 - Update license notice in `doc/csbulletin.tex` and `doc/csbulletin.pdf`
