 A small update to the LaTeX tugboat package, now v2.29 2023-03-08.

 - the fallback \url (when not otherwise defined) typesets special characters.
 - omit TUG-specific doi when not typesetting in the production environment.
 - abbreviate "chapter" to "ch." in tugboat.bst.

 We welcome submissions for the next regular issue. The deadline is March 26.
