Summary description:  Manipulate “soft paths” in PGF

Announcement text:

 New feature: ability to separate out the shortening due to an
 arrowhead from the rendering of the arrow itself.
 This is useful if using arrows with knots.

 Also, several bug fixes to bring it in line with updates to LaTeX3,
 and to fix other issues.
