Summary description:  Deals with stripped SemanTeX documents

 A really minor update, the main difference being that semtex
 is no longer being loaded by semantex. Instead, semantex and
 semtex both define the same commands and can be loaded simul-
 taneously, and both check whether the commands they define
 have already been defined, so that there will be no conflicts.
